Voila, zda se, ze v CR ne Evropa, ale Asie vola! Ale ucit se od Asie
nemusime - podle chudeho vyctu nezakonnosti v jedne z nejvice nezakonnych
zemi v Asii je nesporne, ze pokud jde o mnozstvi a repertoar nezakonnosti,
CR je stovky namornich mil pred Kambodzou a zrejme i zbytkem Asie. Rusko,
nas vzor! Dohnat a predehnat!

Lawless image hard to lose
Phnom Penh -- The harder Cambodia tries to alter its image as a lawless,
Wild West land where life has little value, the more things seem to stay the
same.
Consider a few events that have emerged these past two weeks:
police and the military are accused of belonging to a major
drug-trafficking ring.
To its credit, Prime Minister Hun Sen's Government has made progress in
improving security in the capital, Phnom Penh, and has initiated reforms in
the military, judiciary and financial sectors.
However, there is no disputing that Cambodia has not fundamentally changed
from what critics call a mafia state - playground for corrupt politicians,
businessmen, and police and military leaders.
"It kind of makes you lose faith in the country," said Zeman McCreadie,
editor of the Phnom Penh-based Principal entertainment magazine. "I know a
lot of Asian investors are worried about being kidnapped. They worry about
going out on the weekend."
The Government is vigorously courting foreign investors and promoting its
budding tourism industry, but opinions differ as to what effect lawlessness
is having on Cambodia's reconstruction.
"You have to sort of draw a line," said David Carrad, an American investment
adviser.
"If you're McDonald's it will probably drive you away. If you're a Hong Kong
or Chinese garment factory owner . . . it's not going to bother you. You
might just bring some bodyguards with you, or have a good, safe car," he
said.
At any rate, Cambodia's Wild West image - only partly justified - continues
to draw Western back-packers, adventurers and drifters to one of the most
unusual expatriate scenes in Southeast Asia.
"Expats are allowed an extraordinary amount of freedom in their movements
and actions," said Mr McCreadie.
"They're attracted to the excitement and the feeling that anything might
happen. It's kind of like the 'Vietnam syndrome', except that there's no war
any more."
